Navel Island only has but a simple town. With many residant houses,pokemart, pokemon center, and a gym.
You must have beaten Cissy before coming to this island.

Richie entered the navel town. He had let his Luxray and hopped on him and rided him into the forest.

Aaron walked into town, healed his Pokemon, then entered the Navel Forest.

Coming back from the mountain off Blazer's back, Aaron healed Blaster, Blazer, Tanith and his newly caught Argen and then left for the gym.
