Located in Violet City is Sprout Tower, which houses several sages and mediums who appear to revere the Pokémon Bellsprout as a teacher.
If you make it to the top, a Sage will give you a HM, said to be from Bellsprout...

Adam marched into the tower to train Chomper, Gyro and Fang. He went through 1F, 2F and finally reached 3F and saw the sage sitting in a chair. "I guess you are here for the HM?" He asked "Uh I am just here to train... but sure I'll go for the HM as well" Adam replied
"Very Good, Go Bellsprout"
"Go Fang, Use Tackle"
"Bellsprout, use Vinewhip" The vines picked Fang up and hit her continuosly against walls and the floor. Fang was KO.ed almost instantly.
Adam looked stunned that the one Bellsprout had caused such damage in one hit. "Go Chomper! Use Rage" The Rage hit Bellsprout straight on in the face send her flying into the backwall which Added to the damage KOing her. The sage handed Adam the HM Adam smiled and put it in his bag and new he would probably be needing it soon. "It is flash" The sage said returning his bellsprout Adam said "Now for you Falkner"
