You can't 'make them up' like. say Charizard learning SuperAwesomeFlame, but you can just guess what level a Pokemon learns a certain move. And there isn't really a limit on how many moves 1 Pokemon can know at one time.  No Bulbasaurs Lv5 knowing Solarbeam though. |

I actualy had a level 5 chickorita know solorbeam. It came from an egg, and its mother knew solorbeam though

It's possible to do things like that, like a Mudkip Hydro Pump.
