Looks like there's no number one starter, but, when I had Pokemon Crystal for the Gameboy Color, I had a Typhlosion at level 86. Cyndaquil must be pretty darned lucky.

Charlie:Hey Elm. Do you have that Pokemon thatyou said you would give to me?
Elm: I told you. It's right here.
Elm hands Charlie the Pokeball with the little water type Totodile. Charlie took the ball and put it on his belt.
