Pallet town is a peaceful small village, next to the sea. It's closest neighbour is Viridian City, which is a short way to the north, or Seafoam Island, to the south.
There are a few houses, but the main attraction is Professor Oak's lab. It has a large windmill attached, and has a large set of grounds, for Pokemon to live peacefully in.

He keeps all the Pokemon that Trainers that start out in Pallet Town can't carry.
